The Owner’s Rep (OR) will act on behalf of Owner to become a virtual extension of the Owner’s Project Team and will establish an immediate and close relationship with the Owner to gain a complete understanding of the Owner’s Project requirements, goals and constraints, and general business objectives.

  • OR will bring “best practice” and innovative experience to this Project that will facilitate the delivery of efficiencies in terms of design, construction, and operational transition process.
  • OR will comply with the Owner’s standards for quality, optimal cost structure, and on-time delivery, and implement these standards into the overall framework of the Project.
  • OR will act as an extension of Owner’s organization to assist in maintaining project level schedule and cost controls and reporting in line with Owner’s requirements. OR is expected to help enforce policy, gather information, and troubleshoot in the field.

RESPONSIBILITIES

“Data Center Construction Project Manager - MARCUS (Moves, Adds, Retrofits, Changes, Utility Security)”

The “Data Center MARCUS (Moves, Adds, Retrofits, Changes & Utility Systems) On-Site Construction Project Manager” manages local on-site implementation of client’s MARCUS PROGRAM involving upgrade/retrofit projects and helps administer this site-based role managing Moves, Adds, Retrofits, Changes & Utility Systems” and miscellaneous MEP Infrastructure works for the entire site. All works are performed in the context of a being an Owners Representative; i.e. – you are an acting appendage or extension of the client/owner.

On-Site Project Administration

  • Manage the upgrades/retrofit construction project program process administration across the data center portfolio. Focus is on ability to manage multiple project at one time over multiple locations globally.
  • Work upfront to forecast program budget, cash flow and commitment and get approval on spend working with the client’s Cost Control team
  • Update quarterly forecast, budget spend status and get management approval on funding requests
  • Drive improvement in the upgrade/retrofit program processes and documentation/ workflow through stakeholder feedback and/or based on measurement of important metrics

Data Center MEP Infrastructure Upgrade/Retrofit Program Management

A. Pre-construction / Design / Planning

  • Work with Contractor(s) / A&E design team to create and establish the Master Project Schedule, based on the Critical Path and key milestones
  • Create and establish the Master Project Budget, including soft costs and hard costs
  • Support Contractor pre-qualification, bid solicitation, bid analysis and recommendations
  • Support Contract negotiation, typically in concert with the Client’s PM and legal counsel, including establishment of all GC “business terms” including mark-ups, fees, insurance, labor rates, escalation, etc.
  • Coordinate Design Team activities
  • Manage the A&E to the contract deliverables
  • Coordinate Constructability review of the project documents
  • Provide / gather cost estimates working with subs and other vendors for scope gaps/changes
  • Coordinate Value Engineering effort
  • Produce Cash flow projections on a monthly or quarterly basis as require 

B. Construction

  • Manage General Contractor and other directly contracted vendors by working though onsite Construction Management team
  • Manage Cost / Change Control, including change order review, negotiation, & recommendations, delay analysis - At program level
  • Coordinate Value Engineering
  • Oversee Budget Management and Tracking
  • Schedule monitoring, tracking and analysis
  • Oversee document control (track and coordinate addenda, bulletins, new drawing sets, clarifications, etc) process is in place
  • Oversee QA/QC is being followed and report any issues/gaps
  • Oversee tracking of all key project documents, including submittals, RFI’s, change orders, invoices and payments, lien releases, etc is being enforced
  • Oversee coordination and management of all Owner-direct vendors working with supply chain and consultants
  • Provide periodic review of safe construction practices by GC and vendors and timely report on deviations from site specific safety plan

C. Project Close Out / Fit-Up

  • Initiate close out process prior to project completion, typically two to three months in advance with Document Control team, setting timelines and responsibilities
  • Establish close out documentation requirements. Ensure receipt of all close out documents until completion, including warranties, as-builts, O&M manuals, etc.
  • Manage punch list, substantial completion and final completion process through onsite Construction management team
  • Negotiate, resolve and close out any outstanding change orders, quality issues or disputes
  • Process and track any final invoices, payment applications, retention payments, etc
  • Prepare and submit final project accounting and budget
  • Assist client in scheduling, coordination and management of all Owner-direct vendors, consultants.

Requirements

  • Mission-critical (data center specific) experience
  • A Bachelor of Science degree in one of the following: Business Administration, Construction Management, Construction Project Management, Mechanical or Electrical Engineering, Architecture
  • Minimum 10 years of relevant experience in a PM role
  • GC experience preferred / solid construction background
  • Formal Project Management methods / best practices
  • Cross-functional team participation in a high-tech, dynamic environment
  • Excellent problem-solving, critical thinking, and analytical skills.
  • Proven track record in delivering high-quality programs
  • Passionate about solving complex challenges within aggressive timelines
  • Detail-oriented with strong written and verbal communication skills and the ability to multi-task in a fast-paced and quickly-changing environment.

 Recommended experience:

  • Technical Project Management or Coordination
  • Standard business applications and tools

  • Microsoft Word, Excel, PowerPoint
  • Scheduling application: Primavera P6, P3 is an advantage!
